Many animal shelters permit volunteers under age 18 IF they are accompanied by parent or guardian. One non-profit cage free shelter I volunteer with allows other relatives like 18 and over siblings or aunts/uncles, etc that's not a direct legal guardian to accompany a minor.

The only way to know about the one you're interested in is to contact them directly or check out their website or FaceBook page for information.
