How do you get the red lasers on your photos?

I've seem people with a laser design on their photos, such as instagram, twitter, & tumblr.

I know what you mean. I believe that its from instagram that most people get that from. But, I don't have an iphone only blackberry (yay!), and i downloaded an app on my I-touch that has the same features as instagram. Its called "pixlr-o-matic. It's free and it has that "red laser" function. Just go through all the edits.
