I need to speak to someone reguarding my refund and a offset that might occur do to back child support. I called the offset hotline and it said my refund may go to offset but my debt is only about $500 and my refund is about $4,000. They gave me the child support number but I cannot get anyone to return my call and I would like to know how much of a delay i will incur.

Delay in getting the rest of your refund shouldn't be more than a couple weeks, maybe less.

Generally it is 30-60 days, as a large portion of these claims for offsets are turning out to be false claims of non-support.
