If she is your blood parents neice than it would make you her whole cousin if not than she is nothing to you blood related wise.

We always referred to cousins by marriage as "shirttail" cousins or relatives. It basically means that you have a familial connection, but are not related by blood. The term step-cousin might also be the most applicable in this case. I know some of my step-father's cousins well and we just consider ourselves to be family now, but where you don't know this individual personally referring to them as your step-cousin or shirttail cousin is probably most appropriate.
