I love the way Twitter upgraded! But.. that's strange. If you have the Twitter app on your phone, you could change your header from your phone. As for your background, I would suggest you to wait a few hours and see if it would work. If not, then you should go to Twitter help and type in or find it on there. Good luck and I hope I helped.
