I have two photos, a big photo, and a little one. I want to put the little one on the big one, not next to it.
And don't just leave websites, leave real instructions, please!
And don't say paint.NET, it refused to work on my computer.

Do you mean like a collage? You can use http://www.picnik.com/

When you get to the website click: Get started now.
Wait for it to load, and if you look at the top, just below privacy policy, about us, etc,
you will see a bar that says upload, collage, print, and show.
Click collage.
You can use different type of frames, It's just like editing a regular photo.
You can upload pictures from your computer, facebook, twitter, etc.
