You can't - it is built in into the facebook application and it is using their servers/ network.

I won't recommend any other sites since they might trick you to get your password and personal information.
You can download an external chat/Instant Messaging client (which is like a messenger) that has Facebook chat available in it.
Trillian Astra is one such client that lets you sign in to Facebook, Twitter, MSN, Yahoo!, Myspace, AOL, Google Talk at the same time. So, you can use that to chat with your Facebook friends.

You cannot do it from any other website except facebook. Try to clear your browser's history or reinstall the browser then use facebook. I am sure after doing all this facebook chat will work.

You can use the downloadable chat client called "Pidgin"

Pidgin lets you sign into multiple chat clients all from one location. It includes AIM, Yahoo Msgr, Windows Chat, GChat, MySpace, and - yes - Facebook chat if you grab the plugin that's available. I've posted the links to both below.

It's free and very cool. I've been using it for a long time.

You can get software to do it. Adium is for Macs (Not sure if thee is a windows version) but it has Facebook chat built it. a few errors but it works fine.
