How can i track down my step sister?

I haven't seen my step sister for 5yrs. and i really miss her. But, she is under 18 and i dont know how to track her down and keep contact with her again. Another thing, her mother wont let us talk to her.. So how can we keep contact again? Please help.. </3

and if you know what hospital she was born in go there and get information
but honestly you can't really do anything
my family moved to the US just so that we can find my step brother about 13 years ago
and they had changed his last name and everything and the mom kept taking him from us and we still havent found him
but i found his page on myspace and everything
and plus: one day the mother called us outta nowhere and he doesnt even know that his step dad isnt his real dad
hes now 16-17 and he wants to meet his real dad
and just this crazy mess
so basically you have to wait for her to find you
