How can you report a fake facebook if your not friends with the person?

I know the person making the fake facebook and they have images of me. I do not own a facebook profile and will never make one. I tried reporting to facebook, but I have to have the profile added as a friend. I've also tried reporting through the help center but I cant get the email of the fake facebook since Im not their friend. Would reporting it to ic3.gov help?

This is what happened to my friends brother and I was the one who found out it was a fake account.
What I did was just tell my friend (i thought it really was her brother) and she just told the our school and they're trying to find out who it is. Just report it to your school because it's sort of like cyber bullying.
