He will retire in 2 years from the army and will no longer be able to afford child support. what, if any actions can she take against him?

The anwser is yes you can and if he is telling you that he can afford the child support he is lying. You go to his commanding officer and file the complain and they (army will do the rest ) keep tabs on everything youspend on the child. This includes housing,food , clothing,travel and what not.

She can file for child support in the US courts. The US Army has no authority in this as it's a civilian matter.

As the US would have jurisdiction, there is quite a lot that can be done. Is he on a child support order? If not, and depending on the state he lives in, she could get up to 18 years of retroactive child support.
