I guess you have to go to Cebu. A good start to look for your relatives is to go where your parents used to live before.

Simple, place an ad in Sun Star or Freeman that you have money for relatives of Rosario Saladaga. Within the day you should have thousands of answers.

check your moms birth certificate for her maiden name, for the specific town in Cebu and check her parents (your grandparents' names),
that would narrow your search.
check facebook, there are many Filipinos who use facebook to reconnect to old relatives, classmates and friends...especially with those living abroad. ..they might be looking for her too

make an account in her name and list down her hometown, school, or former workplace
and in her profile write looking for relatives from Philippines.. then search for people with the same surname and check their info, send out messages thru facebook and ask if they are related to your mother, or know of anybody in their family (previous generations who know your grandparents)
and to add you as a friend...then check their friends from their list ..keep updating wheneveer you find new info...

if you can also narrow it down by checking where she went to school, look for groups or websites of graduates of the batch year she graduated, it would help if she still has her yearbook, they used to list the addresses and contact numbers, (the numbers wont do you any good now because then it was only 5 numbers but now they have 7.) the address would give you an idea where she used to live...
