What is the meaning of this cement tree tombstone?

So the town lore said that there was a witch buried here, but we are not really sure. I have been doing some research on it, and can't seem to find anything. If someone knows the meaning of this tombstone I would gladly appreciate you're imput.. It's driving me nuts!
