My account settings for Twiiter isn't there?

I have the twitter app for my IPad and the Internet also. But I want to make my tweets public, but when I click on the button next to my username, I don't get account settings. I want t make my profile public. Can anyone help?

go on twitter mobile then:
1) scroll right down and press settings
2) scroll down to privacy and press 'change'
3) select or unselect the boxes then hit 'save'
4) you should be done
