I want to delete someone on facebook but does facebook tell them I've deleted them?

No, but if that person only had 3 friends and suddenly has 2, he/she doesn't have to be a rocket scientist to figure it out.

No, they might notice that they have one less friend but facebook doesn't send them an email or anything.

The answer is no. When you remove someone from your list of friends, you are automatically removed from theirs. Although Facebook won’t notify you when being removed from a list of friends, you still can deduce it by noticing an absence in your own list.
