How does facebook pic my top 10 people on my page?

I was thinking about that the other day. First i thought it was just some random people facebook would pick to put on my page. But after a while it were the people i'm most close with my not on the facebook as much.
Some of my friends said it was who i interact with the most but something didn't add up. One of the friends was someone I talked to all the time but no on facebook.
So is it determined by them creeping on me? Or me creeping on them?
