I'm attracted to a girl I saw in a picture on Facebook?
I want to add her as a friend. However, her sister is already a friend of mine on Facebook I added because I knew her from school. It'll look weird if I just randomly add her.

Well since you already know her sister than it won't be as strange as you think for you to add her as a friend. She may even add you because she sees that her sister knows you.

I would add her and see if her sister says anything about it and if she does and you feel comfortable with her than explain why you did it. I also agree with Miss 6, it could go better for you than you think.
