Will I be charged if I download something from Installous?

I am on T-Mobile and I have a Classic 1000 Minute- Talk plan. I asked an agent if I would be charged if I use wifi on my phone since I don't have internet coverage included in my plan. She said no unless I downloaded something. Here is the transcript of the chat.

My question is if I have a jailbroken Iphone will I be charged if I download apps from Installous?

No Installous i totally free. It's made for cracked/hacked games or apps its free but may have some lag problems or something.
