How would I go about locating an estranged relative?

I haven't seen this person in nearly 20 years and the only real relevant information I have is his name and a last known address

Have you tried Googling? The advanced search will be more effective. How about looking on Facebook or MySpace? It is a long shot by why not write a note to that old address - if he is not there the current tenants may know where he is. Do you know what high school or college he went to - check on those websites or post to see if anyone knows where he is now. Old schoolfriends sites may have him on them. How about electoral roles? Other family members might know something. Good luck - persevere.

I would go to google or yahoo and type in find a person. You should find a website to help you, or perhaps someone who can find them. You should be able to find lots.
