well actually "tweeting" something sends a message to all your friends.... but a private message not sure

You could, and it's called 'Direct Message' ..it's often abbreviated by twitter users as DM.
You could ONLY send a DM to your followers, and NOT to the person/people who you're following at the moment. Smile

You can't. If you mean sending a message at the same time to all your followers, it won't work. Twitter doesn't allow it.
