Should I make the first step and be the bigger person or wait for her?

So my friend and I got into a fight and we've both said sorry but nothing else. She has not added me back on Facebook (she's overseas and so we can only talk online) and is now talking to my sister behind my back. I know all about it because of my sister. I think that she should be the one to start moving on and talk to me, but so far nothing. Should I be the bigger person or wait for her?
