What do the csa mean when they say theyre handing the case over to the mother?

My partner and I applied to the csa so he could start payin child support to his son, they said the next step would be them askin his ex partner if she wanted the claim put in her name and they are sending the applications to her what does this mean for us

It means nothing for you, only that they're telling her that he's going to pay child support.

Only that she is being served. These will teach him more about what he will be dealing with.
