I have not heard of anything, and that would be something I would be notified about. However, in states like California, they have programs whereby he can negotiate the amount down. If the money is owed Welfare, many states are willing to do this as the Feds are no long paying the 15% in federal matching funds on arrears that are more than 6 years old.

States have earned billions in federal funds by actually causing fathers to go into arrears by doing such things as not telling that they get free help to modify an order in the event of involuntarily loss of income, such as being laid off a job.

At the minimum, he needs to file with the court a motion to set aside interest penalties, which account for over 80% of all child support arrears owed.

For 22 years, I have volunteered my time working with divorced/single fathers dealing in family law issues, such as child support, teaching them about what the states are not telling support obligors.

It's called "go get a job". That's what the program is called.
