Help! Should i tell her i like her?

I've liked this girl for years now, she's about a year younger than me and she's my sister's friend. There's a lot of eye contact between us when she comes over, we always seem to look into each other's eyes briefly from across the room so i think she might like me, or at least find me attractive if she does that because it's every time we're in the same room. We've never really spoken properly, but when we have she's always really friendly and again there's lots of eye contact. It's been like this for a couple of years now, but I've always thought i'd never have a chance with her because i moved onto college as she started her final year at school (i'm 17 she's 16 in a few months) also i didn't want to get in the way of the friendship she has with my sister. I still like her a lot and i really want to get to know her better and see where things go, we follow eachother on twitter and she always tweets about how she thinks she's ugly and how she's going to be "forever alone" she has such low self esteem, she hates herself but to me she is an absolute angel. Do you think this is my chance? I mean, even if she doesn't want to get to know me better she'd still be flattered that someone likes her right? She doesn't settle for just anybody because she told a friend she's waiting for the right guy and i want to be that guy, i'm one of the nice guys, i'd give all the love in my heart to her, she has no idea how kind, loving and affectionate i'd be to her and she never will unless she gets to know me. I want to tell her i like her and that i really want to get to know her better, hopefully all goes well and we swap numbers so we can start texting. She's complaining about how depressing it is to be single and how she thinks no guy will ever like her, so should i tell her now? It might be a bit awkward between our families if she doesn't like me back because we're really close, this is the only thing putting me off, what do you think? Any tips?

if you don't tell her now she might find someone else and you wouldn't want that to happen.
Also if you don't take the risk then you'll never know will you, sometimes these things need to happen. And if you think she's the one for you then go for it , if the situation is about love then NOTHING should hold you back
