Is it illegal to block websites in a home that you don't live in?

My brother has been using OpenDNS to block websites such as YouTube, Facebook, and Photobucket on the home network for the past few years. He moved out a couple months ago. Someone told me that since he's not living with my family, it's illegal for him to control what websites we access. Is this true?
If it is true, who do I go to in order to report it?

if he made the blockage he has to be the one to unlock it but you can do it but its kind of illegal

It is illegal to block a pc etc. if it is not yours and you don't live in the home. You can report them to the cops, but I don't know how much good that is going to help. You can try a few things;

1. change your ip with your internet service provider.
2. find a way to unblock, via online hacker sites.
3. have the internet service provider walk you through undoing what the person done.
4. if you get this taking care of some how, PUT A PASSWORD ON THE COMPUTER!!!
