Is it ok to look at my friends relatives profiles/pictures on face-book?
when i never met them in my life, but their accounts appear totally open SUDDENLY i have permissions to see? is it by mistake?

What is the RIGHT thing to do? Should i see them or not? I want to see just because of curiosity but i feel maybe i should not?

I feel like they probably would not want me to see them, but why did i get permissions?

They set their security settings to "Everyone" or "Friends of Friends". If you can click through, you're welcome to look at them. You didn't do anything wrong unless you hacked into their accounts, which it doesn't sound like you did, not in the least.

I have several photo albums on Facebook. Some are set to Friends only. Another is set to "Friends of Friends," meaning my friend's friends can look, and the "Everyone" album lets everyone on Facebook see what I've uploaded.
