Can you trace an IP address from a gmail account or twitter?
Can someone trace a email you sent from gmail or a tweet sent back to you? If so, how?
If someone has done this..what are my rights to privacy? Can it be done without legal action?

Not likely in a million years! The Government cannot trace your Internet Service Provider (ISP or IP) Address unless they have suspicion of you doing something HIGHLY illegal! And for other users stealing your IP Address, it is even MORE unlikely... You can get up to 10 years in PRISON just for using someone else's WiFi, much less stealing their IP Address. And it would have to be someone very, very, very intelligent about computers and hacking.. Like the guys on movies that hack into security systems and stuff... Long story short. No but I don't want to be positive!

So far i know they are great resources for tracking an email sender. But sometime they are not able to track an email sender because email company replace their IP address with its own.

Regarding right to privacy? No it is useless to think about legal action because IP addresses for communication between computers/servers on internet.
Every time when you do something: visit website, send email, post on the forum etc... you leave footprint.

When you send email then your IP address travel with email address in something what is called "email header" and there is key to find out more information's about email self but also about email sender.

Remember that every site keep logs of their visitors.
