I think the best way to plan events on Twitter is to use Twtvite - http://twtvite.com/.

You can create the event there, with all of the details, then set a hashtag and check responses and RSVPs. It's a great integration with Twitter (that also has a Facebook integration), and really really simple to set up. Hope that's helpful!
