what penalties apply if a custodial parent uses child support payments to buy drugs?

I have a friend who's child has vacated the home, and found his own place, The mother has also vacated the home and currently is a vagrant, who has a chemical dependency problem. She has been receiving child support for this child who is not living with her or the stepfather.

Childeren get taken away and support payments end, jail.

Only for the drugs. There are no laws that say that child support has to be spent on the child.
