How can I reuse an older profile picture on facebook without creating a new picture in the profile pic album?

Facebook has changed (again). Previous answers are now wrong. The new answer is to select the photo you want to make your profile picture (you should get the black picture tagging overlay with the picture in the center), look to the top right and find the gear next to the X that closes the overlay. Pull down the gear menu to find "Make profile picture".

go back to that pic and make profile picture, it will move it from its position to the top
