How to I talk to a person on Twitter?

....If I am following them, but they're not following me. I can't send a direct message because they don't follow me, and if I send them a tweet they can't see it....because they're not following me. So how am I supposed to talk to them?

You can't talk to a person in twitter.What i would recommend you is try updating tweets frequently and also eye catching tweets.May be this will make them to follow you or do contact you in future.All the Best!!!!

mention them in tweets. if it is a celeb etc. then unfortunately you probably wont get a reply unless you are very lucky. if its not then mentioning them in a tweet will normally get them to reply to you as this is the only way they can see your tweets if they dont follow (hopefully that makes sense). To mention them in a tweet just put their username in it, for example, if you wanted to tweet Jessie J (first person i thought of) you would put: @jessiejofficial then your message. you dont have to have their username at the start, as long as its in there somewhere they will see it in their mentions
