Could I join a network under a parents email?

Ok I would like to join the PSU network on facebook. My mom works for the medical center which is a branch of the university and has an email ending with @psu.edu. Would I be able to use her email as another contact and get in the psu network?

You can but I wouldn't recommend it. You would type in your mother's email and then she would have to confirm that you have joined that network. I personally wouldn't do it because there are ways for people to find out that you used your Mom's email to join that network and can get her into trouble even if it seems like nothing. Give it a shot but be aware of what could happen.
