If you tweet a few times, like, as you normally would with the hashtag "#teamfollowback" You should be gaining followers by the bucketful.

Lots of people have groups that if you tweet them other people who follow them also will follow you

If there is a theme or topic you usually tweet about, do a twitter search on that topic and follow people with similar interests. Also, ReTweet tweets that are of interest. People you follow and people who you retweet will often start following you.

Also, let all your friends, family, Facebook friends, etc., know you are on Twitter.

You don't really get fans on twitter unless you're a celebrity! If you're talking about followers find a celebrity or a group you like and there will usually be a 'fandom' often if you put it in your bio and follow fans they follow back! If not ask for a follow back
