Think of twitter like a billboard, by joining twitter you can post stuff on your billboard and anyone that wants to can see that billboard can. People who really like you may want to follow you, in which case, anytime you post something to your billboard they get a copy of it. Alternately if you are following someone, you get a copy of whatever they post.

This is a particularly useful tool for media whores. Celebrities, Polititians etc can all keep their audiences up to date with what they are doing.

Additionally you can search for topics with hash tags and view everyones comments on that hashtag (e.g. #aots or whatever). it can be interesting to follow your favourite celebrities and see what they are up to on a daily basis, or to chime in on political issues or on news stories.
