On Instagram, use tags to identify your pictures so that way other people can view them and like the photo/follow you.
On Twitter, use hashtags when you're talking about certain subjects.
For both, I suggest following people you know first, just to get started.

On Twitter just tweet ALOT and follow loads of people because lot's of people follow back.
