How could I get my writing noticed on Twitter?
Could I contact some celebs on Twitter and get them to see some of the material I've written? (Dr. Maya Angelou, Stephen King?)

No. They probably get hundreds of e-mails asking them the same thing, all the time. More than likely they don't even look at their own e-mail or fan-mail, it's a staff member doing it for them.

No, don't do that. It's rather unprofessional.
What you can do is join chats on twitter about writing. I forgot the hashtags, but there are often conversations on twitter between writers and agents and editors. I think they're like #yalit or something like that. You can look it up, it's easy to find.

You can also make friends with other writers and maybe some agents. Beware, though. Don't just go up to them and be all like: HI CAN YOU READ MY WORK. You have to be nice, and engage in conversation, and you know, make friends. Then if you're really bold you can talk to agents, you know, just a little remark here and there about a tweet they sent out.
Soon, you should have followers who write on your twitter. You can add a link to your website and people might check out your website and in your website should be samples of your writing.
That, I think, is the best way to get your writing noticed on Twitter.
