my battery level drains like a person with asthma breathing. it drops so quick no matter what i do it drains like flowing water. what is the best way to save my smart phone, the proper way to treat it, and what i really should do? its a samsung ultra transform

What I would recommend is getting another battery. Judging by your description, your battery must be really old.

1- lower your brightness screen settings
2- instead of using your internet data use Wifi where possible
3- block GPS tracking in apps
4- turn off your notification from apps like (Facebook , twitter)
5- Dont leave bluetooth on
6- close running apps
