We found the guy's mother on Facebook and then we found the guy. Now my bro wants to contact the accused man. If I message this guy on Facebook harrassing him, do I have legal leverage because of the severity of the past crimes?

Go file a police report and let the police deal with it.

This was a crime.... when a crime is committed you call the police and THEY deal with it... NOT YOU.

Take matters in your own hand and you will find yourself arrested for harassment, etc. So don't go there and do it the right way,.
