will there be a notification saying that i added them as a "close friend"?

Yes they get notified and the have to agree to be your close Friend, so in fact you are sending them a request to be your close Friend or Family member or what ever group you choose to add them too.

As far as I know, No. They won't get notified. Acquaintances aren't also notified. So, Don't worry. But i'm having an issue with chat. After putting some close friends, now everyone appears offline and i only get to see the close friends who are online.
