What does "#" mean on Twitter?
Like do you put it there just to tell people how you feel? For instance, #happy? Does it serve as a smiley?

It's a tag. Basically you can search for tags. It's like a way to index tweets.

Because the ascii value for # is lower than numbers and letters, it ensures that these names are listed first.
