How do You direct message I went to compose a message to someone i'm following but In the drop down box there are NO NAMES to send the message to please help me

You just need to type @ and the name of the person you wanna address the message. ex:
@osodeidei would men a messange for me on twitter.

They need to be following you before you can send a direct message

That could be because the person you want to direct message isn't following you.
They have to be to direct message them.
If they are then go into your followers and click the icon next to their name it should say "Direct message" when you click on it.
