Someone is impersonating my brother on Facebook. How do I report the profile?

When you try to report a profile, it asks you to select the person who is being impersonated, but he does not have a real Facebook account, so I can't report it.
You can't just click "fake profile" either, it says, "Please provide a reason for this report of offensive content."

No you can just click report and select fake profile and they will report it
