The best way to get more followers on Twitter is by using it properly. Search keywords, join conversations, use hash tags. Even if you're just talking about iphone or coffee or shoes, just shove a hash tag before it. People searching these key words will find your tweets.

Also, follow people using key word searches, the more you follow, the more likely people are to follow back. Thank your new followers, give them a shout out, this is appealing for new followers. Join in trending topics, even if you're just talking nonsense. Twitter loves nonsense! Speak to people, don't expect people to talk to you, you need to seek out conversations, make passing comments about people's tweets or join discussion about a news article or television show. Be nice, don't be negative or judgemental or spam with links etc .

More than anything though... just be yourself! Let your list evolve naturally by being who you are. Don't tweet about Soulja Boy or business articles if that's not what you're into. Create your niche and be you .
