I'm not sure what your question is but I'll try answering it anyways.
If you want to send someone a message you have to put the @ sign. If you want your tweet to be part of a trending topic you put the # sign. Hope that helps

You use the @ sign to mention somebody. You use the # for a trending topic.
Ex: I had fun with @user name today. #trending topic |
