OMG..you don't know twitter.
Twitter is consider a social network. It allow you to update your thought and feeling with short sentence (limited character) . You can protect your tweets by setting profile privacy into 'protected' mode. So yeah, basically it is like instagram and tumblr but it is a in text form.

I use Twitter in a variety of ways: expanding my personal learning network, following my favorite sports teams, promoting business ventures & interacting with others.

A hashtag is something used by those with common interests essentially. For example, if you & a friend are in a history class & your friend tweets "Ah so annoyed #historyhw" then generally you & anyone else in the class will know what they're talking about. You will also see a lot of hashtags in the trending section on Twitter due to promotion of singers, new movies, etc.
