One does not become a CEO of an IT department. The CEO is the person who runs a company (CEO = Chief Executive Officer). Depending on the size of the company you work for, you either become a CIO (Chief Information Officer) in a large company. a division chief, a department chief, or just head of IT.

You become these people by contributing to the success of the company. Start by keeping abreast of the latest trends and uses for new technologies (one way today would be to figure out how to use Twitter to make money). Obviously keep yoru skills up to date, take some management courses in addition to computer courses, learn how to present ideas, learn how to communicate with people, and most of all, realize that technology (computers, etc.) is there to support the company, not the other way around.
