How do I tweet to people who are not following me on Twitter?
I just joined Twitter and don't have any followers yet. If I want to send a Tweet to someone by putting @username before the tweet, will the receive it? Or do they have to be following me first? Do I have to be following them?

Also, how about replies. If I look up a person (who is not following me) and reply to their tweet will they receive it?

Yes, they'll recieve it even if they arent following you. Your second question is almost identical as the first one so yes.
