Can cell phones follow a twitter account by texting "Follow whoever" to the twitter number, without signing up?
Can a person encourage non-twitter members to text the follow username command 40404 with their cell phone to recieve updates? Does that work or does a person HAVE to have a twitter account to follow someone?

You have to have a twitter account

and then follow the person

then go to settings then set device alerts on to get text alerts
