Question about Twitter?

It says animated GIF's are no longer allowed.
My friend just made a twitter and animated GIF worked for him. I tried his very same PICTURE. and on my account it just wouldnt work. We tried a different computer. Same thing. His works mine not. and he just made it. So you can't say that he had it before they stopped allowing it.

The picture works but it isn't animated, for him it is.

Also how the fuck do you do this??

May be he hack it and if it appears only for him maybe there is a link to his directory
