I have a really great idea for a dating site and free social website?

I have no clue how to build a site nor do i have enough money to pay someone.All I have is $400.What do I do? I was thinking of having the dating site built first so that the money made($35-$40/month membership) can pay off the person who help build the site. I really need help...By the way I have a wild imagination and no site building skills which suck.
